General Garneaux, who intended to invade the Settlement to retrieve a sample of the bioluminescent enzyme, conspired with Mimi Devere to aim Gaea's debris clearing KE-ASAT Terrestial Defense Guns at the Ulysses. This false-flag attack resulted in the death six CONSENT soldiers onboard, and gave General Garneaux the legal justification to begin an attack on Gaea.
