The MVF-P11-1428T Murasame Flight-Capable Test Type is one of the prototype models of the MVF-M11C Murasame, and one of the few built for testing from among the many considered designs. As a prototype, some of its parts, such as wings, are replaceable, enabling a variety of tests to be conducted with a single machine. While its performance is extremely high, it is nevertheless too demanding for ordinary pilots, and requires an ace pilot to draw out its true potential. Consequently, the experimental parts of the this machine were not adopted in the mass-production version of the Murasame. Still, the Murasame Flight-Capable Test Type succeeded in collecting valuable operational data in combat, which in turn was used to complete the mass-production version. The unit lent to Athrun Zala was equipped with parts for long operational time and long-distance flight across Earth.

he original doctrine of the Orb Union was to maintain a non-aggressive defense, but after suffering defeat at the hands of the Earth Alliance Forces when they invaded, reconsidering that doctrine became an imperative, and the Orb National Defense Force began to adopt a proactive defense, preemptively striking the enemy before they approach the homeland. As a result, aircraft carriers capable of conducting foreign campaigns became a necessity, and the Orb National Defense Force began to explore developing carrier-based machines as its primary mobile suit. In the process, several designs were considered for the MVF-M11C Murasame and prototyped in parallel, and the MVF-P11-1428T Murasame Flight-Capable Test Type was one such test model.
