The MS-07B-3 Gouf Custom was one of the MS-07 Gouf series machines produced at the very end of the One Year War, and it was based on the MS-07B Gouf. Despite the mass-produced B-type Gouf having better mobility than the MS-06J Zaku II Ground Type it was replacing, its fixed armaments - namely the finger vulcans and heat rod - suffered from short effective combat range, limited ammunition, and low effectiveness against heavy armor. As a result, it lost the versatility that was an advantage of mobile suit. The Gouf Custom (or B-3 Gouf) was a machine tuned to ensure versatility and improve long-range combat performance. The Gouf series were mainly mass-produced at Zeon's lunar base Granada and California Base on Earth by updating the production lines of the J-Type Zaku, but the B-3 Gouf was said to use many MS parts that were redesigned and produced in Zeon homeland for the development of a flight type unit, and it was often called "Gouf Custom", as it was different from and better than the original California Base MS in both maneuverability and mobility.

The body and head of the Gouf Custom further improved on the various functions and structure of the B-type Gouf, making it a highly refined unit equipped with various sensor precision, devices for aerial combat, and a lightweight, high-output generator. The arm module of the B-type Gouf was equipped with fixed armaments to reduce weight and improve combat power without the need for optional armaments, but it was deemed problematic in terms of versatility, and improvements were made for the Gouf Custom. This was done by replacing the finger vulcans on the left hand with a normal manipulator, and a detachable triple 35mm Gatling gun was mounted on the left forearm instead.
