He is the commander of Guest's "Earth Civilization Suppression Plan." He attempted to use this plan to monopolize Earth's powerful military power and gain status in his home country.

He is known among the Zovok as a "hawk" and a prejudiced figure on a par with Wendro, and is extremely prejudiced against Earthlings, calling them "apes" and "inferior creatures," refusing to acknowledge their value at all. His arrogant behavior has earned him the resentment and contempt of not only his enemies, but even his allies, though he himself is not particularly aware of this. He is what is commonly called "incompetent," not being particularly effective as either a commander or a pilot, and his arrogant attitude is noticeable throughout.

During the Antarctic Incident, he participated in the signing ceremony between Zovok and Earth as the lead secretary. He secretly tampered with the black-boxed singularity (located at the center of a black hole, later installed on the Granzon) provided to Earth, causing one war after another to break out on Earth. This act was completely illegal in Zovok, and it incurred the wrath of Shu Shirakawa, who hated being used by others more than anything else, leading to his downfall.
