A giant computerized figure implanted with the personality of Campbell Alien genius scientist Oleanna. He serves as the commander of the invasion of Earth.

He commands the android Garuda (Garuda No. 16), as well as the half-droids Meer, Gilua, and Narua, and does not have any flesh-and-blood Campbell Aliens, including himself.

He continues to treat Garuda as his own child, even speaking to Garuda as if he were a beloved child when he regrets his blunder. However, he hides the 15 prototypes made up until No. 16 is completed as "discarded" deep within the cyborg factory. Some were discarded due to "distorted design" and "extreme emotional ups and downs." Furthermore, he secretly scoffs at Garuda, calling him "stupid Garuda," suggesting he has no more affection for him than he does for a doll. Garuda eventually learns the truth and activates Big Garuda, destroying him.
