The Mess Empire was formed by Lah Deus and Lie Köpflen. The latter villain was recruited from Earth when he was just a baby (with this being kept from him) and the former was the one who abducted him being a fully genetic being formed together from genetic material. Together they made more followers out of different species they found around space and formed a threatening group that lay waste to any civilization after extracting their species' DNA. Along with that they started to hire Alien Hunters such as Sir Kauler who they dispatched to abduct living beings most of them being babies. Overall their goal afterwards was to create the greatest genetic lifeform from the materials they continued to possesses more and more of, wishing to enhance Lah Deus.

At one point, a Flashian came across the Mess Empire and made up his mind that he needed to stop the genocides they enacted planet by planet. He met one of their own who he befriended and convinced to leave Mess which the organization wasn't too pleased with. Especially Köpflen who viewed his creations like a piece of art and wished to have him back.
