After the computer selection picked five potential people, Kanpei as one of them is called by Makoto when he is in his shogi club. He is brought to Future Science Laboratory located under a theme park near Korakuen Stadium. Inside the laboratory, he and others meet Dr. Hideki Hongo, who is injured of the Burg Wolf incident. As the Goggle-V team formed, they get their own Goggle Braces. Dr. Hongo calls Kanpei as GoggleBlack, with the power of emerald and ancient Asia.

When Seashell Mozoo and several Spotmen are attacking the city, Goggle-V comes and fight them. GoggleBlack uses his signature weapon, Black Cubs to defeat the Spotmen. Goggle-V then use ribbons in respective colours given by Goggle Pink to shock Seashell Mozoo. Without giving the Mozoo chance to attack, they finish it with Goggle Victory Flash.

After Fan Kong is summoned, Goggle Caesar is summoned. Makoto and Akane orders GoggleBlack to pilot Goggle Caesar alongside GogglePink. Using Chikyu Gattai Goggle Robo, they succesfully defeat Fan Kong by splitting it into two.
