Initially developed by the OZ as the successor to the unmanned Virgo, the Virgo II was later modified and completed by the White Fang as a mobile suit designed specifically for combat in space. The unmanned Virgo II was equipped with shoulder-mounted thruster pods, granting it better mobility than the original Virgo. It also had better defensive capabilities as it was equipped with eight planet defensors instead of its predecessor's four, expanding its defensive area. For offensive weaponry, the Virgo II was meant to correct the original Virgo's deficiency in close-to-mid range combat. As such, while it had an optional mega beam cannon for long-range attack, it was primarily armed with an easy to wield beam rifle and a pair of beam sabers.
The OZ engineer Tubarov initiated the development of this mobile suit as a successor to his previous creation, the Virgo. Tubarov died during the battle in which White Fang took control of OZ's mobile doll lunar factory. White Fang then found his mobile suit plan, modified it to suit their needs, and then began building the new mobile doll known as WF-02MD Virgo II.
