The GM II was an improved model of the RGM-79 GM, the mass production mobile suit used by the Earth Federation Forces during the One Year War. Compared to its predecessor, its vernier thrusters and sub-sensor units were strengthened. Its primary weapon was also upgraded from the beam spray gun to a custom beam rifle, which it was able to power thanks to a new 1,500kw class generator.[3] Finally, its enemy search ability under Minovsky particle interference was improved. Ultimately, however, it was merely a minor improvement of the original GM.

GM IIs with the model number "RGM-79R" were mostly modernizations of existing GMs produced during the One Year War, with units modernized after U.C. 0085 equipped with a panoramic cockpit and a JTS-17F linear seat produced by Anaheim Electronics. Those with the model number "RMS-179" were newly produced from the Titans Gryps factory. According to one account, the RMS-179 were superior to the RGM-79R. It was said that more than 10,000 units of GM II were produced in total.
