A mobile turret designed for mobile suit-use, the Burstliner was proposed as part of the FSWS Plan, a project to develop additional weapons for the RX-78-2 Gundam. The turret consisted of a space assault boat and a battleship grade large mega particle cannon, which was operated by a mobile suit. It was intended to greatly increase a mobile suit's firepower and mobility.

The Burstliner was intended to be operated with the Northpole-class space carrier. It was expected that one carrier would be able to carry eight Burstliners.

The Burstliner was being examined during the same period as the FA-78-1 Full Armor Gundam. Its development time was close to that of the FA-78-2 Heavy Gundam, implying that both designs were proposed as potential replacements of the FA-78-1 after the latter's development was halted.
