The RXF-91 Silhouette Gundam is an advanced mobile suit that is based on stolen data from the Strategic Naval Research Institute's Formula Project. As a result, the RXF-91 Silhouette Gundam is in many ways identical to the F91 Gundam F91 that SNRI was still developing. However, several notable changes have been made. The Gundam F91's multi-layered armor, face heat vents, and spare beam shield were removed, while the shoulder radiator fins were replaced by tubular heat vents.

Unlike the Gundam F91, the Silhouette Gundam's VSBRs are not removable and have a secondary system that fires normal beams in the case the VSBRs malfunction. The Silhouette Gundam also possesses a beam spray gun on its right arm and two heavy machine guns mounted in the left forearm. While the Silhouette Gundam lacks the Gundam F91's advanced bio-computer, it is equipped with a high performance learning computer that adjusts the mobile suit's balance in anticipation of pilot skills and habits. The Silhouette Gundam is also heavier than the Gundam F91, but it managed to achieve similar performance due to its greater reactor output.
